Estadista francés, fue funcionario en sucesivos gobiernos de la
Revolución francesa. Ingresó al ejército como ingeniero (1773) y fue elegido a la Asamblea Legislativa en 1791. Como importante miembro del
Comité de salvación pública y del
Directorio, ayudó a movilizar a las fuerzas armadas revolucionarias y el material de guerra, y fue aclamado como el "Organizador de la Victoria. Durante el golpe de Estado del 18 de
fructidor, huyó de Francia para evitar ser arrestado. Regresó después de que
Napoleón I ascendió al poder y desempeñó varios cargos, entre ellos el de ministro del interior durante los
Cien Días.
